Changes between public transport in Bizkaia will be free in 2027
The first phase will begin on 1 October 2026 with a pilot test between Metro Bilbao and Euskotren, and the territory will move from 5 to 3 areas, which will make it possible to simplify the current tariff system.
The General Representative of Bizkaia, Elixabete Etxanobe, announced on Tuesday that from 2027, transport changes between public transport operators in Bizkaia will be free of charge.
Furthermore, it has stressed that in this parliamentary term the foral institution has invested EUR 750 million in public transport and has stressed that it will invest EUR 2.7 billion over the next 10 years.
"This is being the legislature of sustainable mobility in Bizkaia," said Etxanobe, during the presentation of the timetable for implementing the measures included in the Public Transport Promotion Plan in Bizkaia, which was presented in November 2023.
All measures are expected to be in place by 2027, according to the law enforcement agency.
In his speech, the MEP stressed that in 2025 there were 215 million trips in Bizkaia, that Metro Bilbao has consolidated 100 million annual journeys and that the use of Bizkaibus increased by 8.7% over the previous year.
The Bizkaia Public Transport Promotion Plan includes six structural measures proposed by the foral institution.
Bizkaibus under temporary BGP titles
The inclusion of Bizkaibus in the temporary titles of the Bizkaia Transport Consortium (BGP) has already materialized, so Bizkaibus users will be able to obtain the same temporary titles as those travelling on Metro Bilbao and benefit from the discounts envisaged for more intensive uses.
Bizkaia's new core system
Bizkaia will move from 5 to 3 zones , which will make it possible to simplify the current tariff system. The measure will begin to be implemented on 31 January 2027 and will involve the inclusion of the current Area 5 in 4 and Area 3 in 2, applying in each case the absorbent zone fee.
This reorganisation will affect operators integrated into the Bizkaia public transport system (Metro Bilbao, Euskotren, Bizkaibus and Renfe suburbs).
Elimination of costs of trans-shipment
A system is being developed to eliminate the cost of trans-shipment between operators, taking as a reference the existing model between Metro Bilbao and Euskotren on line 3 , gradually extending to Metro Bilbao, Euskotren, Bizkaibus, Bilbobus, Renfe Cercanías and municipal public transport .
The first phase will begin on 1 October 2026with a pilot test between Metro Bilbao and Euskotren, in the Txorierri section, to validate the distribution and management model, then during 2027 the measure will be extended to rail, tram and road systems.
As a preliminary step, Bizkaibus's internal transport changes have already been eliminated, once the validation software has been adapted to incorporate this casualty.
