Bizkaia again declares an exceptional situation for the reception of unaccompanied migrant minors
This measure will enable temporary residential resources to be made available to ensure care for minors arriving in the territory and to streamline the already strained network.
On Thursday, the Governing Council of the Provincial Council of Bizkaia approved the declaration as a state of emergency of the network for the reception of unaccompanied migrant minors .

This declaration has been made thanksto the First Provision of Decree 131/2008 of 8 July, regulating residential care resources for children and adolescents in a situation of lack of social protection.
According to the Council in a statement, "the decision responds to the current situation of occupation of the network". On 8 September, the 17 reception resourcesinBizkaia "dealt with 594 unaccompanied migrant minors , compared with 406 regular places in the network", a situation that once again leads to an overoccupancy of residential resources.
As explained by the Member of the European Parliament, the previous declaration of exception, adopted in November 2024, made itpossible to adopt extraordinary measures to adapt reception capacity to the evolution of needs, which gradually reduced overoccupancy and brought the levels of occupation closer to the capacity envisaged to prevent the presence of unaccompanied migrant children on the streets in Bizkaia.
