Osasun Ituna ixteko “presarik ez izatea” eta “benetako eztabaida egitea” eskatu du EH Bilduk
Pello Otxandianok adierazi du ituna ezin dela "bozketa orokor batekin amaitu". Horrez gainera, osasun sistema publikoarekin "konpromiso argia eta zalantzarik gabea" duen EH Bilduren zuzenketa bat eman du ezagutzera.
Datorren ostiralean, ekainak 27, Osasun Mahaiak egingo duen bileran Osasun Ituna ixteko "presarik" ez izateko deia egin du EH Bilduk. Halaber, "benetako eztabaida" egiteko denbora eskatu du, harreman publiko-pribatuaren gaiak dakarren "korapilo estua" askatzeko eta "Osakidetza indartzeko balio behar diguten politikak benetan ezartzeko".
Bilbon egindako prentsaurreko batean, Eusko Jaurlaritzak planteatutako dokumentuari EH Bilduk egindako zuzenketa aurkeztu du Pello Otxandiano Eusko Legebiltzarreko bozeramaileak. Alderdiaren helburua "osasun sistema publikoa indartzea” dela esan du, “zerbitzua bitarteko publiko eta propioen bidez emateari lehentasuna emanez, eta egiturazko zerbitzu kritikoak eraginkortasunaren, ekitatearen eta kalitatearen printzipioen pean berriz ere jarriz".
Horretarako, bost jarduera-ildo proposatzen ditu alderdiak zuzenketa horretan:
- "Herri Kontuen Euskal Epaitegiaren laguntzarekin, zerbitzuen prestazioaren inbentarioa egitea sei hilabeteko epean; kontratuak, itunak, hitzarmenak, dirulaguntzak eta beste tresna batzuk kontuan hartuz".
- "Zerbitzuak ekoizteko sektore pribatuarekin egindako kontratu bakoitza ebaluatzea". Horretarako ondoko puntu hauen analisia egitea proposatzen dute: kostuen konparazioa, osasun-emaitzetan izandako eragina, ekitatean eta irisgarritasunean izandako eragina, arrisku fiskalen eta kontratuko arriskuen ebaluazioa eta Osakidetzarekin pareka daitezkeen lan-baldintzak betetzea, asistentzia-kalitatearen adierazleak eta sektore publikoak nahitaez bete beharreko planak.
- Administrazioak, zerbitzu profesionalek, langileen ordezkariek eta erabiltzaileen ordezkariek osatutako "esparru bat sortzea, zerbitzuak kanpora ateratzeko behar bezala justifikatutako egoera puntualak aztertu eta onartuko dituena, osasun-sistema publikoari mugak jarri gabe".
- "Zerbitzuak integratzeko plan bat egitea; osasun-arlokoak nahiz osagarriak, sektore publikoak zuzenean eman behar dituenak.
- "Gaitasun publikoa, plangintza, antolaketa eta kontratazioa indartzea".
Zuzenketa hori “topagune bat da”, “osasun sistema publikoaren etorkizunarekin konpromiso argia” erakutsi nahi baldin bada.
Otxandianok azpimarratu duenez, “gai hau ezin da bozketa orokor batekin amaitu”, ezin da "itunaren aldeko edo aurkako jarrera” soila agertu. Bere ustez, ponentzia bakoitza bozkatu behar da. Aurreratu duenez, EH Bildu "erabat irmoa" izango da desadostasun nagusiak biltzen dituzten bi gaietan (harreman publiko-pribatua eta Zerbitzuen Zorroa), "eztabaida osoaren erdian dauden funtsezko gaiak direlako".
EH Bilduko bozeramaileak kritikatu egin du Eusko Jaurlaritzak "Osasun Ituneko 24 mahaietatik 22tan" akordioa lortu dela esan izana. "Gaur oraindik ez ditugu ostiralean bozkatuko diren ponentziak ezagutzen", esan du.
Bere ustez, Jaurlaritzak "komunikazio plan bat" izan du. “Ikasturte amaieran osasun ituna iragartzea" izan duela helburu salatu du, eta “edukiak bigarren mailan” jarri dituela iritzi dio. Bere ustez, ituna "saldu" nahi izan dute, "edukiak behar bezala lantzeko baldintzak eta denborak planteatu gabe".
