From now on, the relationship of citizens with the Basque public institutions will be facilitated by a single 'citizen folder'. In this sense, only once\ u00A0 will the data and documents be submitted for different management, with the corresponding authorization and in accordance with the Data Protection Act.
Maria Ubarretxena , Counsellor for Government, Administration, Digital and Self-Government of the Basque Government Gobernantza, presented this Friday in Vitoria-Gasteiz, together with the three Members of Parliament in this field, a bill that has been developed jointly with\u00A0Eudel on the basis of the principle "only once".
The future law aimed at speeding up and simplifying the administration of the Basque public body provides for a single "citizens' folder", which will serve as a common digital space for the administrations of the three institutions.
There is currently a common folder with information on the Basque Government, as recalled by the Councillor, but the novelty is that the contents of the new folder will gradually be expanded with the services of the other administrations.
A first version of this portalis expected to be operational next year , where each person will decide what data they want to share and with which administration. "It will not be fully developed in a year, it will be a first version," he said.
For example, Ubarretxena explains that in this service a person will be able to consult school tuition fees, municipal fees and applications for school scholarships, among others.
The use of simpler forms will also be encouraged, allowing groups with a high administrative burden to submit applications on a massive scale and enabling automated responses with supervision where possible.
Administrative silence shall be positive in the proceedings initiated by the person concerned, that is, it shall be considered admissible if the legal period is exceeded without a reply, with the exception of legal exceptions.
Furthermore, face-to-face appointments will not disappear,so that those who wish to do so can continue to carry out their procedures, and each administration will have its own operating model and model of adaptation to the new law, depending on the needs and instruments it has.
