The debate on language profiles is coming to an end without agreement
It is the last few hours before the Basque Parliament closes the deadline for tabling amendments to the reform of the Public Employment Act. PNV, EH Bildu and PSE-EE continue to negotiate on Basque profiles.
The reform of the Public Employment Act has entered the Basque Parliament at a crucial moment in order to reach the deadline for amendments scheduled for Thursday in the absence of agreement.
In the last few hours of negotiations, EH Bildu has insisted that it is "possible" and must be able to reach a pact in the public administration to give the Euskera "an armor and a legal umbrella." They have expressed their desire for an agreement that will unite PNV, PSE-EE and Sumar.
EH Bildu will present his amendments with the aim of 'creating the conditions for such an agreement', with a proposal for a progressive model in the application of language profiles, instead of the current system of preceptivity. His approach includes, in principle, the requirement of knowledge of the two official languages in order to establish different rhythms of access to public employment and subsequent application according to each administration, as well as the guarantee of training resources for those who do not meet the linguistic requirements.
On the other hand, the PNV maintains its commitmentto a reform based on legal certainty, based on proportionality criteria and an analysis of the real needs of the use of the Basque language in each administration.
In addition, the PNV insists that the agreement is possible but must be built on "realism", moving away from approaches and immobile positions that it considers excessive. They ensure that they will continue to negotiate "until the last minute", which will give stability to the system and guarantee linguistic rights, but without legal certainty.
The PSE-EE, on the other hand, continues to reject the current proposals on the grounds that they do not solve the problems identified by the courts and may lead to conflicts of access to public employment.
Although contacts have taken place in recent weeks and the deadline has been extended, in the last part of the negotiation positions are still far away, and in the next few hours it will be known how it ends, since the future of the Basque Country in the administration is key to the reform .
