The PSE-EE has tabled an amendment to the proposal for a PNV law to reform the Basque Public Employment Act, which proposes the inclusion in the legal text of the Compulsory Compliance Indices that determine linguistic profiles in the Administration. The proposal provides for an exception for respiratory administrations, where the use of the Basque language exceeds 80%, which may be exempted from general application.
The socialist parliamentarian Pau Blasi has argued in Vitoria-Gasteiz that this measure is intended to give legal status to a system that guarantees legal certainty and thatthe demand of the Basque Country is adapted to the sociolinguistic reality of each territory , currently regulated by Decree 19/2024 on the standardization of the use of the Basque Country in the public sector of the Basque Country.
The amendment proposes that each administration should apply these indices to the definition of the percentage of jobs with a mandatory linguistic profile in planning processes, always on the basis of proportionality and reasonableness, according to the job and its functions, and that these principles should apply to all calls for public employment, including mobility and internal promotion processes.
Blasi has said that the socialist initiative 'does not break the consensus' and gives' guarantees' and 'security' to the Public Employment Offers against the PNV proposal. 'On the pretext of municipal autonomy, the door is opened to unjustified abuses, including in the Basque Government', he has warned.
The PSE-EE parliamentarian has also warned that the debate on the Euskera has intensified in recent months. He has pointed out that the positions between the main parties are now more distant than a year ago and has called for a "stop" to reconnect the situationby proposing to resume the debate in other forums that he considers more productive, thus avoiding "dynamizing consensus" on language policy.
