Javier Lasagabaster, Counsellor for Territorial Policy and Public Works, dies between 1980 and 1984
Javier Lasagabaster , who was the first Counsellor forTerritorial Policy and Public Works of the Basque Government chaired by Carlos Garaikoetxea between 1980 and 1984, died and one of the last members of that first Basque Government left.
Lasagabaster was part of the Basque Government in 1980, following the restoration of the institutions of self-government, led by Carlos Garaikoetxea, who began the implementation of the Basque institutional structures following the adoption of the Gernika Statute.
The Counsellor for Territorial Policy and Public Works
During his stay in the Basque Government, Lasagabaster led the Department of Territorial Policy and Public Works, an area of infrastructure development and regional planning in the Basque Country.
On the occasion of the 45th anniversary of the founding of the Garaikoetxea government , Lasagabaster was also one of the three members of the first government to take part in the June 2025 tribute in Ajuria Enea.
At that event, Lasagabaster shared a leading role with former Education Counsellor Pedro Miguel Etxenike and former Finance and Economic Adviser Pedro Luis Uriarte, all three being the only surviving members of the first Basque Government, as highlighted in the tribute.
"Commitment to the Basque Country"
President Imanol Pradales has lamented Lasagabaster's death and stressed his commitment to the Basque Country in "hard and difficult years."
Pradales added that the Basque Government, the Basque society and himself will "always" be grateful for the commitment made and for their contribution to the country.
Pradales also recalled last year's tribute to the first post-dictatorship Basque Government in Ajuria Enea, in which Lasagabaster participated alongside lehendakari Carlos Garaikoetxea.
"I will always keep with great affection the memory of the tribute paid together with lehendakari Carlos Garaikoetxea to the first Basque Government after the dictatorship, which we enjoyed last year in Ajuria-Enea," he said.
The president has conveyed his "condolences" to the family and people close to Lasagabaster, and has concluded his message with "Goian Bego, Javier."
