The Basque Government has offered 70 million annually to improve the working conditions and salaries of doctors
The Health Adviser, Alberto Martínez, has highlighted the progress of negotiations with health professionals in the Basque Country and criticized the management of the Ministry of Health in the processing of the new Framework Statute.
The Basque Government has opened negotiations with medical representatives and is working on a proposal that envisages improvements in work and pay of EUR 70 million per year, as announced by the Health Adviser, Alberto Martínez.
The health officer has explained that they have proposed more rest time, improved pay for guards, increased productivity supplement, enhanced career and set up teams to reorganize the guard system.
Martinez has pointed out that the strike called by the doctorsresponds to a conflict at state level and that even if an agreement were reached in the Basque Country, it would be maintained andtheBasque Government will continue to opt for negotiation. "We believe that this is the way: dialogue, negotiation and realism," he said.
The counsellor has insisted that the Basque Country is working within its competence to meet the demands of health professionals and has ensured that the Government maintains a permanent dialogue with the Medical Union of the Basque Country to advance concrete solutions.
Criticism of the Ministry for the Framework Statute
During the hearing, Martinez expressed his disagreement with the Ministry ofHealth's handling of the new Framework Statute.
He has complained that the Ministry approved the text in the Council of Ministers before convening the Autonomous Communities to study its content, which he considers to be an "institutional disrespect" that highlights problems in the management of dialogue.
The counsellor recalled that the project remains unsupported by doctors, who have been mobilizing since December, and several trade unions expressed their opposition to the current proposal.
Furthermore, it warns that the reform does not yet have defined funding and arises in a context marked by the lack of health professionals, which makes it difficult to implement structural changes in the short term.
Martinez has stressed that the Framework Statute is a State rule whose negotiation is the responsibility of the Ministry of Health and has argued that the Basque Government will continue to work on its own agreements to improve the working conditions of doctors and to strengthen the quality of the public health system.
