The Bureau of Congress has rejected amendments by Junts and the PP calling for early elections
In a telematic meeting, the parties comprising the majority of the Bureau (PSOE and Sumar) argue that this competence lies exclusively with the Head of Government and not with the legislature.
The Bureau of the Congress of Deputies decided on Tuesday not to accept the request ofJunts per Catalunya and the People's Party to call early elections to thePresident of the Government, Pedro Sánchez.
Congressional sources have reported that the Constitution is clear about this power of the President of the Government, so any initiative along these lines, although "covertly", is contrary to the Constitution. Members of the Bureau of Congress - the PSOE and Sufi have a majority - and the amendments of Junts and the PP " encroach on the powers of the President of theGovernment in particular ".
These sources also recall thatthere are precedents , such as the non-legislative proposal of the Junts of February 2025, which required Sanchez to submit to a question of confidence and which the Bureau did not accept for the same reason.
However, other parliamentary sources point out that, in order to prevent it from being rejected by the Bureau of Congress, the amendment introduced by Junts expressly specifies that the petition has no legal link.
On Thursday, an initiative of the People's Party is due to be voted on in the Congress of Deputies in Madrid. Its aim is for Congress, on the grounds of the "weakness of the government", to urge the government to call early elections.
According to Catalan party sources, the amendment tabled by them urges the Government "to propose the dissolution of the General Courts and to call elections in accordance with the competence conferred on it by the legislation in force, taking into account its political nature and without legal links".
As soon as the Catalan party became aware of the step taken,Genoa Street sources describedthe initiative as "important". They believe that if this motion were passed, the House would convey to Sanchez that it no longer trusts him at the time of the investiture.
For her part, the spokeswoman for the Spanish Government, Elma Saiz, has expressed her "respect" for the request but has insisted that she does not share it and that the Government will continueto work to exhaust the legislature.
