The Government refuses to pay EUR 51 million to the Health Cohesion Fund as a "disproportionate" amount

The Basque Government has refused to pay to the Health Cohesion Fund for the years 2023 and 2024, 51 million euros, which the Department of Health considers "disproportionate".
The Health Cohesion Fund is an instrument of the Spanish Health System, a mechanism for mutual payment between governments for health and pharmaceutical care received by citizens outside their community.
The Government of Vitoria-Gasteiz considers that this system has "legal deficiencies" and is not "transparent" and does not share the amount due to it. To state its position, it states that although it represents only about 5% of the state population, it has paid about 60% of the total settlement to the Health Cohesion Fund between 2012 and 2022.
At the telematics meeting of the Interterritorial Committee on Health, he presented the settlement proposal for the years 2023-2024, in which the Minister of Health of the Basque Government, Alberto Martínez, announced his vote against.
"We cannot support such a model of compensation, with such a weak legal basis; we would act irresponsibly, taking into account the Basque Country and the National Health System itself (...) We have defended the same from the outset: clear rules, sufficient protection and homogeneous criteria for all territories; it is not a question of economic disagreement, but of ensuring legal certainty and fairness," the Councillor stressed.
