The quality university linked to research, in an international context and with a social commitment, is based on the new University Act being prepared by the Basque Government, the preliminary draft of which is due to reach the Parliament in November.

The Basque Government intends tochange the funding model of the University of the Basque Country/Euskal Herriko Unibertsitatea (UPV/EHU) . It is envisaged that the regular contributions will be adjusted to the activity once the basic costs have been guaranteed.
This is reflected in the preliminary draft of the University Act being prepared by the Government, a proposal for reform presented today in the Basque Parliament by the Adviser for Science, Universities and Innovation, Juan Ignacio Pérez Iglesias, which will focus on three axes: a quality university linked to research, in an international context and with a social commitment.
One of the innovations, according to the Councillor, is that the financing model will be more flexible, and in addition to the contribution of the institutions, the possibility of receiving donations from individuals and entities abroad, a widespread system in the United States, will be put on the table.
In relation to this issue, Pérez Iglesias has clarified that the updating of the funding model has nothing to do with the demands made since the inauguration of UPV/EHU Rector Joxerramon Bengoetxea, who has called for a greater allocation for the public university.
The last University Act dates back to 2004. 22 years later, as "needs have changed" , the counsellor said, the reform of the rule is essential.
Research and internationalization will be enhanced by promoting a standard, referential academic itinerary. The law will encourage all doctors to stay abroad for two years. "A stay abroad and return contracts for the Basque Country for up to two or four years.
In this way, each of the departments of the UPV is intended to be well equipped with teachers, and one of the plans is to put an end to the figure of the substitute teacher.
Finally, Pérez Iglesias has stressed the need for all members of the university to take care of the entire UPV community.
