The Basque Autonomous Community (CAV) has made a major leap in the identification of students with high intellectual abilities. According to the latest data, detection rates have increased tenfold: in 2019 there were only 747 students registered , compared to 7,327 cases today. The key to this increase has been the model of early detection launched in both public and concerted schools.
These data have been released in Bilbao atthe 1st International Congress "Promoting the Development of High Intellectual Abilities in Inclusive Schools", organized by the Basque Government and the University of Deusto, which has brought together about 400 people , including experts from international reference universities (Berkeley, Connecticut, Utah Valley, Griffith or the Netherlands), education professionals and families.
The meeting was opened by the Education Counsellor, Begoña Pedrosa, who, in her speech, stressed the commitment of the Basque education system to inclusion in order to provide an adequate response to the diversity of students. Pedrosa said that the progress in detection has made it possible to reduce the "historically existing subdivision" by providing an adjusted educational response to students who often went unnoticed.
In 2019, 747 boys and girls were identified, representing only 0.2% of students, currently 7,327 cases. This change is part of the Educational Care Plan for High Capacity Students. Since 2019, the Department of Education and the University of Deusto have collaborated in the training of teachers, the design of identification protocols and the personalization of the academic response.
"High abilities do not describe a single profile, nor can they be given a uniform response. Behind each student there are very different interests, motivations, ways of learning and needs," the counsellor said.
