The Department of Health of the Basque Government has launched a preliminary public consultation onthe preliminary draft law on patient participation in the Basque Health System .
This state-pioneering initiative aims to ensure the "structured participation and influence" of patients and their associations in the design and decision-making of health policies.
As reported by the Department of Health, this consultation takes place in compliance with the legal deadlines and prior to the official processing of the draft regulation, in line with what was announced by the Health Counsellor, Alberto Martínez, who in June 2026 advanced thatwithin one month the proposal to initiate the processing of this law would be forwarded to the Governing Council.
How can contributions be made to the preliminary draft?
This future patient law will be one of the axes of the Basque Health Concert, the agreement reached by thirty actors on the transformation of the Basque health system.
Since its inception, patient participationhas been "a cross-cutting element of all strategic lines and has already received the input of more than 165 patient associations at different levels of the system: consultation, process and service organization and health policy planning," the Department stressed.
The Health Adviser has said on several occasions that the future of health "is not built without patients" and has stressed that associations "have been an active, demanding and indispensable part of the Basque Health Pact since its inception".
In his view, patients "can contribute a lot to improving their health "and" their experience can help design better services, identify needs and guide decisions that affect the Basque Health System. "
Contributions may be made through Irekia , where all documentation of the preliminary draft can be consulted. At the end of the public consultation period, all proposals will be considered and will serve as the basis for the drafting of the bill.
