The housing problem is once again at the heart of the debate at the monitoring session of the Basque Parliament
The Basque Government applauds the tax agreement between EA and PSE, which provides for rent incentives and taxes for large owners, while the opposition accuses the Executive of "inaction."
The housing issue has been discussed by all the political forces at the monitoring session held this Friday in the Basque Parliament. The Basque Government has valued the fiscal pact reached between the PNV and the PSE on housing, while opposition groups, including EH Bildu, have accused the executive of "inaction".
In his speech to the plenary, EH Bildu's spokesman , Pello Otxandiano, reproached the Basque Government for the fact that no Territorial Housing Plan has been drawn up in the last ten years.
"This is an undeniable empirical truth, and I believe that mature, responsible and honest policy requires us to take responsibility for the action of the government, in this case, for the inaction of the government over the last ten years," he added, then stressing that the "funnel" for housing construction is not in municipal action, but in the Basque Government.
On the other hand, Pradales has defendedthe management of his government and of the housing parties. "The latest example is yesterday's; the fiscal agreement between the PNV and the PSE to give new impetus to housing policy," he said, referring to the tax agreement between jeltzales and socialists to lower rent and make empty housing cheaper.
In this regard, Pradales has calledon EH Bildu to "get out of the banner and slogan" to say whether he is "for or against" the agreement reached between the PNV and the PSE-EE to lower rents and encourage empty housing to be put on the market.
A "very positive" assessment of the fiscal deal
For his part, Suhar MP Jon Hernandez has criticized the fiscal compact because, in his view, it benefits those who live off rental housing.
Housing Counselor Denis Itxaso has responded to this by praising the agreement reached on Thursday between the PNV and the PSE, which states that the measures impose tax benefits on those who rent property within the prices set by the reference indices, as well as reducing the property transfer tax (ITP) on young people and placing more surcharges on those who accumulate or exploit homes as tourist flats.
What is the fiscal pact between the PNV and the PSE?
The PNV and the PSE-EE, government partners of the three Member States, have reached an agreement to implement various fiscal measures in the field of housing, at a time when housing has become one of the main concerns of Basque society and in view of the approaching general strike called for this reason.
The agreement combines rent incentives with taxes on large owners, including reducing and increasing taxes on owners who rent to young people or young people after buying a third home.
Housing operation at Benta Berri in Donostia
In his speech to the Basque Parliament, Itxaso also referred to Operation Benta Berri in San Sebastián, in which the Basque Government bought 510 homes that were once protected for rent from an investment fund, which guarantees families who remain in their homes.
He thankedthe neighbours for their patience and confidence in the negotiation of the Basque Government, 'even though some had invited them to take another path'.
He has warned that the Basque Government cannot buy a home at any price, so that 'every conflict cannot become an immediate purchase requirement', which can sometimes' harm what is to be defended '.
