Finance Minister Carlos Cuerpo explained at the press conference following the Council of Ministers that the Spanish Government wanted to maintain the capacity to "authorize an operation".
Thus, in exceptional cases and in the general or national interest, the Council of Ministers may authorize trade relations with Israel.
According to Cuerpo, the decree will increase transparency and the government will report to Congress every three months on the implementation of the rule.
Having received the green light from the Council of Ministers, it must now be approved by the Spanish Congress.
