Pradales has stressed that Garaikoetxea was "the chief architect of Basque self-government"because he led the development of the Gernika Statute and laid the foundations for modern Euskadi. He has recalled that Garaikoetxea assumed the leadership of the people in a difficult context, with a deep economic crisis, a declining industry and an institutional structure that has yet to be built.
