Once the reference price index for Gipuzkoa has been published in the Official Gazette of the State, this Wednesday the rule that allows to limit the price of rent in the tense municipalities of Gipuzkoa enters into force. Irun, for a dwelling of 60 square metres, no more than 624 euros may be requested.

It will affect Donostia-San Sebastián, Irun, Errenteria, Lasarte-Oria and Zumaia. To determine the monthly income it will be necessary to include data such as cadastral reference or address of the property, energy certificate, plant and state of conservation, thus obtaining an objective margin of rental prices applicable to this property.

The qualification of the Alavesa capital will have an initial duration of three years and will make it possible to implement various housing decisions, including the construction of protected housing: 3,012 new housing units will be promoted, 53% of which will be for protected rent.

The programme has been launched with Kutxabank, Laboral Kutxa and Abanca, which have signed a partnership agreement for the time being, but it is open to the possibility of joining more entities. The purchase price of the homes to be purchased cannot exceed 340,000 euros.

Interviewed on Radio Euskadi, the Housing and Urban Agenda Counsellor of the Basque Government, Denis Itxaso, has confirmed that Bilbao has been recognized as a high-voltage housing area and that Vitoria-Gasteiz could also be included on the list. With the addition of other municipalities, according to the counsellor, the objective of the Basque Government would be exceeded, that is, to protect 50% of the Basque population.

Last April the Bilbao City Council sent the Basque Government its request to declare the entire city a tense area due to the difficulties of citizens in paying for housing. 

Between April and June, the price per square metre in Gipuzkoa as a whole increased by 1% over the previous quarter, with a 2.7% increase in the sale of housing, while the rent fell by 10.9%.

A total of 1,922 mortgages have been signed in the Basque Country, an average of around 163,000 euros, with an interest rate of 2.99% and 25 years. This is precisely the drop in interest rates that has encouraged people. This and the poor situation of the rental market. Paradoxically, at the same time, housing is becoming more expensive. In the first quarter of the year alone, it is above 12%.

A few years ago there was a marked economic difference between living in a residence or taking a rental apartment with other students. The second option was much cheaper. Today, however, this gap has been narrowed due, among other things, to the prices of flats in the Basque capitals. However, it is clear that by the end of August the most difficult thing is to find a place at any opportunity. 

Navarre, on the other hand, is the only state in decline.
