Counsellor Alberto Martínez has expressed concern that no action is being taken to address the shortage of doctors and has asked for explanations of the organizational model proposed in the Framework Statute for medical guards.

The Bureau aims to improve the working conditions of all workers in the National Health System, health and non-health, "without exception, without privileges and without distortions". They criticize the fact that the Ministry is negotiating the Statute in parallel with medical unions.

The new OPE 2026 with difficult coverage is part of a set of measures included in the 'Basque Health Pact', within the strategic line of people's policy, which promotes secondment, loyalty and professional leadership, with the aim of stabilising the workforce and ensuring the continuity of public services.

Unemployment has continued differently in the three Basque provinces: in Bizkaia, 30 per cent of the professionals have supported the strike; in Gipuzkoa, 26.89 per cent; and in Álava, 16.52 per cent, according to Osakidetza.

In the Basque Country, in addition, the Medical Union (SME) has organized rallies in hospitals and outpatient clinics in the three capitals.

Osakidetza is finalizing the allocation of 169 places in Primary Care that are difficult to cover in order to strengthen assistance in rural areas, afternoon shifts and PACs. In addition, the Basque Health Service plans to convene a OPE of more than 4,000 places by the end of the year.
