Osakidetza will convene a new OPE of difficult places in 2026
The new OPE 2026 with difficult coverage is part of a set of measures included in the 'Basque Health Pact', within the strategic line of people's policy, which promotes secondment, loyalty and professional leadership, with the aim of stabilising the workforce and ensuring the continuity of public services.
Osakidetzawill convene a second Public Offer of Difficult Employment (OPE) in 2026 to stabilize health teams in the areas and specialties most in need, and to strengthen public care throughout the territory.
This new call will be the result of a listening process with the scientific societies of family doctors and paediatricians and is part of the strategy of modernisation and efficiency of public employment in the Basque health system, as reported by the Basque Health Service in a statement.
The Director-General of Osakidetza, Lore Bilbao, explained in a hearing before the Health Committee of the Basque Parliament that this OPE represents "a further step in Osakidetza's commitment to the quality of employment and the sustainability of the public health system".
Bilbao has stressed that the Basque Health Service "is making steady progress, addressing each challenge professionally and improving management processes on a daily basis".
Management and recruitment system
At his hearing, he referred to the management of Osakidetza's recruitment lists, which in recent years have been managed by Osakidetza with "multiple" OPEs (2016-2017, 2018-2019, 2020-2021-2022 stabilizations and regular OPEs, in addition to the OPE with difficult coverage 2025) and with thousands of requests, processes in which progress has been made in the digitization and efficiency of processes. "
In addition, in 2024, a new Comprehensive Recruitment Management System was implemented, based on the SAP platform, which allows unified, digitized and transparent management of all temporary staff. According to Bilbao, more than 118,000 contracts have been processed in one year, of which only 0.69% have been affected, and all of them have already been "resolved". Thus, in his words, this data "places Osakidetza in a solid, reliable and continuous improvement system."
Stability and loyalty of talent
The new 2026 OPE, which is difficult to cover, is part of a set of measures included in the 'Basque Health Pact', within the strategic line of human policy. Bilbao has recalled that Osakidetza employs more than 45,000 people and manages about 120,000 engagements a year. It has pointed out that this whole process is carried out through agreements with the unions and has acknowledged that Osakidetza shares "its vocation to provide citizens with public health of excellence".
He has specified that the new OPE with difficult coverage in 2026 will be "an opportunity to continue building a more humane, innovative and efficient Basque health system, prepared to meet current and future demands".
