The Official Gazette of the Basque Country (BOPV) published onWednesdaythe procedure for declaring Vitoria-Gasteiz a tense residential market , which takes a further step forward, although there are still a few administrative steps to be taken until the declaration requested by the City Council of the Alavesa capital is finally obtained.
On July 3, the City Council of Vitoria-Gasteiz approved the request for the declaration of the entire urban centre and the areas of Abetxuko, Aretxabaleta, Armentia, Betoño, Ali and Gardelegi as strained areas, where 256,000 people live, 97.9% of the population. \u00u00A0

Now, following the publication in the BOPV of the Order of the Department of Housing and Urban Agenda,a period of 20 days has been opened for allegations.
Once the relevant procedures have been completed, and if the procedure continues, the Basque Government shall designate Vitoria-Gasteiz as a permanent tense area, transferring the file to the Ministry of Housing, which shall take over the final administrative phase of the proceedings and publish it in the "Official Gazette of the State".
In order to designate a tense area, at least one of the two criteria laid down in the Act on the right to housing must be met. The first is that the average burden of the cost of mortgage or rent, plus basic expenses and provisions, exceeds 30% of the average income.
Secondly, the increase in the price of housing in this area is 3% higher than the CPI recorded in that community in the previous five years.
With regard to the Basque capitals, San Sebastián has already been officially declared a tense areaon 29 July, following its publication inthe Official Gazette of the State, while in Bilbao the start of the procedure was published in the BOPV on 30 May.
