The Escuza ward of Basurto Hospital, which covers the psychiatric area, has no cold air conditioning and temperatures of up to 31.9 degrees inside the building. The Labour Inspectorate considers that there are structural problems in the building and asks Osakidetza for measures to ensure adequate thermal conditions.

The Labour Inspectorate of Bizkaia has found that in the Escuza ward ofthe Hospital of Basurto, specifically in the psychiatric area, there are "very inadequate" temperature conditions , especially in summer and high temperatures. According to the report, temperatures of upto 31.9 degrees have been recorded inside the pavilion .
The union notes that the characteristics of patients treated in this ward make it difficult or impossible to open windows to ensure natural ventilation, which are locked for the safety of hospitalized persons.
What did the Labour Inspectorate check?
According to the documentation analysed by the Labour Inspectorate, Osakidetza knew, at least since 2016, that windows could not be used for natural ventilation, as well as that there was a risk associated with high temperatures.
Likewise, the Basque Health Service knew that the pavilion lacked cold air conditioning and that it was necessary to improve ventilation and air conditioning within preventive planning, as explained by CCOO.
The report concludes that "there is a structural deficiency one due to a lack of general cold air conditioning of the pavilion", which would be directly related to temperatures above regulatory values inside the building.
What has the Labour Inspectorate asked of Osakidetza?
In view of this situation, the Labour Inspectorate has requested Osakidetza to air the Escuza pavilion in the cold, for which it must prepare a technical feasibility report, including a timetable for structural measures to ensure adequate thermal conditions.
The organization considers it necessary to take measures to correct the perceived conditions and to prevent the temperatures of the pavilion from exceeding the established values again.
CCOO reports they haven't done anything in years.
CCOO believes that the fact that Osakidetza has known the situation for a decade and has not taken a definitive solution "demonstrates a serious lack" of protection of the health of staff and users of the psychiatric service.
The union further recalls that the Labour Inspectorate itself states that the specific characteristics of patients treated in the Escuza pavilion cannot be an excuse to maintain inadequate thermal conditions.
The union therefore requests that Osakidetza take the necessary structural measures to ensure an adequate temperature in the pavilion, especially during the summer months and heat periods.
