These are the proposals of the parties regarding the Basque profiles of public jobs
PNV and EH Bildu have confirmed on Friday that they will sit down and negotiate on the Basque demandsin public places, while last Tuesday the leader of the PSE-EE, Eneko Andueza, advanced that it will be very difficult to reach a consensus with the PNV.
PNV and EH Bildu have submitted proposals in Parliament to protect the Basque language in language profiles.
PNV
The PNV proposes to add a new paragraph to article 187 of the Basque Public Employment Act, according to which, when setting linguistic profiles and their dates of preceptivity, each public administrationshall be required to carry out a rigorous and justified examination "on the basis of proportionality and the needs of use".
It also proposes the deletion of the application of the specification on compulsory compliance indices.
During the presentation of the proposal, Markel Olano explained in Parliament that this is an approach that "offers legal certainty to public job offers and guarantees citizens' linguistic rights".
EH Bildu
For its part, EH Bildu's proposal seeks to equate the Basque and Spanish languages in public administration and to make knowledge of the two official languages a general criterion, but "applied flexibly and progressively and taking into account the sociolinguistic situation at the local level".
Thus, he proposes to extend the time limits for the accreditation of the Basque language and, in the meantime, to make it easier for these workers.
According to EH Bildu, the proposal is based on the legislation in force in Catalonia, Galicia, the Valencian Community and the Balearic Islands, which has been approved by the Constitutional Court.
PSE-EE
The PSE-EE has expressed its complete disagreement with the two previous proposals and believes that language rights take precedence over labour rights.
This week, Eneko Andueza has been strongly opposed to the PSE's proposals. In his view, neither party 'solves the problem' and believes that there will still be sentences against the Euskera.
The agreement between the parties shall be decisive in the adoption of amendments to the current Public Employment Act.
