The PNV has tabled three amendments to its proposed law, which aims to "strengthen" the current model, and has made a direct request to EH Bildu to allow the jeltzale approach with at least one "abstention" and, from there, to "evaluate the results" and agree on "new steps" together.
With the deadline for tabling amendments to the amendments to the Basque Public Employment Act almost running out — it expires tomorrow — the PNV has submitted three to the proposed law drawn up by it. The keys are to deepen proportionality and set a date of deferred obligation on job offers.
At an afternoon hearing in the Basque Parliament, the jeltzales MPs Markel Olano and Joseba Diez Antxustegi explained the terms of the amendments. They believe that the law currently in force has produced 'good results ', so' it would be a mistake 'to jeopardise this rule.
There are two "political movements" that they have proposed, Olano explains: on theone hand, to deepen the concept of proportionality by maintaining the model of profiles, which they would guarantee by adapting the law and adopting a decree. "There will be no general index of preceptivity, but each institution will have its own", and to regulate it "a decree will be adopted by the Basque Government". Among other things, account will be taken of the sociolinguistic reality of the place and the needs of each place.
On the other hand, he has explained that the second political movement will be "very important transcendental": in job offers, the PNV wants a certain number of places with a deferred date of preceptivity to be established. Until now, it was optional. In this way, a person can enter the administration without having a linguistic profile that corresponds to his position, and will be offered "resources and deadlines" to learn Euskera.
Olano has also made a political reading. Jeltzales believe that theirs is "more feasible" than the proposal that EH Bildu has put on the table, because EH Bildu proposes a "radical" change of model. Aware that both approaches are "far away" and in order to avoid the situation of "blockade", they have made a direct request to the coalition: to allow "the PNV proposal with at least one abstention", and once this has been done, to initiate a path of dialogue.
