The Basque Parliament approves a reform to strengthen the protection of the Basque language in public job offers, with the abstention of EH Bildu
The amendment to the Basque Public Employment Act, promoted by the PNV, seeks to strengthen the legal certainty of linguistic profiles. The text has been passed with the support of the PNV and the abstention of EH Bildu, while the PSE, a partner of the PNV in the Basque Government, has voted against.
The Basque Parliament has approved the reform of the Basque Public Employment Act promoted by the PNV to strengthen the legal guarantees of Basque profiles in the Public Employment Offers .
The initiative received the vote in favour of the PNV and the abstention of EH Bildu, while PSE, PP, Suber and Vox voted against.
The reform includes a series of measures to prevent new court rulings against the language profiles established for access to the civil service, including the extensionof the deferred preceptivity , which makes it possible to reserve places for those who do not have the language profile required at the time of access to the post, with the commitment of the administration to subsequently promote their Euskaldunization.
Furthermore, the amendment eliminates the obligation to apply general language references to all jobs, and from now on each administration will have to determine the level of Basque required according to the characteristics of each square, its operational needs and the attention given to citizens.
The new regulation also provides that public bodies shall carry out a justified examination of the applications and uses of the two official languages in order to guarantee the proportionality of the measures taken, the linguistic rights of citizens and the labour rights of workers.
Agreement between PNV and EH Bildu
The vote comes the day after the agreement reached between the PNV and EH Bildu whereby the sovereign coalition undertook to facilitate approval of the reform by abstaining. In return, the PNV accepted a number of conditions, including a commitment to push for a new legislative amendment if, within three years, it is concluded that the measures adopted are insufficient to meet the intended objectives.
PNV and EH Bildu have highlighted the "quantitative and qualitative" dimension of the agreement, while the PSE has criticized the breakdown of the consensus so far on this issue.
