On Thursday, the Provincial Council of Bizkaia approved, with the votes of the representatives of the PNV and the abstention of the two deputies of the PSE-EE, Teresa Laespada and Sonia Pérez, the draft Foral Norm of Tax Measures for the year 2026, which will be forwarded to the General Meetings of Bizkaia for parliamentary processing.
The parliamentary spokeswoman, Leixuri Arrizabalaga, has explained that the PNV and the PSE-EE have reached a "minimal agreement", although the Socialists have explained thatthey do not agree with some of the measures included in the draft, although they have expressed their willingness to continue negotiations for the debate in the Byzantine Chamber.
"If we govern together, we decide together; and maximum dialogue and respect, which the PSE-EE has always had, is the basis of any negotiation," they said.
In this regard, they have added that they will continue with the exchange of proposals, but that their commitment will always be based on public policy, social justice andthe fact that any agreement 'benefits as many citizens as possible'.
Retroactive nature
Arrizabalaga has explained that the Council of the Foral Government has approved the rule by a "majority" and has stated that the aim is for it to be approved beforethe end of the year so that the measures can enter into force retroactively from 1 January 2026.
That is why negotiations have now been opened with the other political groups, 'without excluding anyone', in order to achieve 'maximum consensus', he stressed.
The text maintains the content of the preliminary draft presented on 12 June and, as Arrizabalaga explained, aims to provide "tools that will enable it to continue building a more competitive, cohesive and forward-looking territory".
The measures envisaged include those aimed at "strengthening workers' links with business projects and improving the recruitment, recovery and retention capacity of professionals", as well as measures to promote training and youth employment, rent housing of social interest, physical and emotional well-being and rejuvenation of the vehicle fleet.
