PSE-EE, EH Bildu and Sintre have reached an agreement to present tomorrow in the Basque Parliament a joint text on the Arana refugee reception centre in Vitoria-Gasteiz, in which they will call on the Spanish Government to initiate a "constructive dialogue" with the Basque institutions in order to achieve an "institutional consensus" on the centre.
At the request of PP and Vox, tomorrow's parliamentary session will host the debate on the Arana Centre, which has been opposed from the outset by right-wing parties.
Since the Spanish Government announced its intention to open the refugee centre in the building of the former Arana Hospital, therehave been conflicting views on the subject between the PNV and the PSE-EE . . They disagree on the model, a difference that will be represented in tomorrow's session with two amendments to the whole.
The text that the jeltzales will carry says that the center "imposed by the Spanish Government" does not correspond to the "Basque model of reception" . The PNV defends the smaller centers and will call for the withdrawal of the Arana project.
The Socialists, for their part, were initially to present the text alone, but in the end they have agreed to a compromise amendment with EH Bildu and the Suma BAT, which brings together 40 parliamentarians, so their text will go ahead, calling for an "institutional consensus" between the Spanish Government, the Basque Government, the Council of Álava and the City Council of Vitoria , for which we will ask the Executive of Pedro Sánchez to initiate a "constructive dialogue".
They will also call for the opening of channels and information channels that allow citizen participation, as well as ensuring coordination spaces so that the centre they plan to set up in Vitoria-Gasteiz joins the so-called "Basque reception model".
The text also states that the "commitment" of the Chamber of Vitoria to the human rights of every person requires "responsible", "inclusive" and "supportive" reception, leaving behind "xenophobic and exclusionary speeches".
This will be the second time this month that PSE-EE and PNV government partners will not join
PNV sources have insisted that they will maintain their position on the centre at tomorrow's session and will not support the compromise amendment of the left-wing parties.
In a short time, it will be the second time that PNV and PSE-EE have not joined: in early October, the Socialists did not supportthe PNV proposal to shield the Basque Country from OPEs.
