PNV and PSE-EE have agreed to an amendment calling on the Spanish Government to recognize "the role played by the State" in the massacre in Vitoria on 3 March 1976, in which five workers died, and to condemn the "disproportionate" action of the Government led by Carlos Arias Navarro.
