The Spanish Government is setting up a border fence in Ceuta
The Supreme Court ruled that immediate refunds can only be made in the case of those who exceed the "frontier elements"; this measure is intended to meet that requirement.

The Spanish Government has reported that on Saturday it has begun to install a border fence in the autonomous city of Ceuta after spending the night "normally". According to the Government, the arrival of migrants has been completely interruptedand most are returning to Morocco.
From eight o'clock in the morning, the main element of the structure that has begun to be placed in the Ceuta slumber is a 500-metre-long pneumatic barrier that is between 30 and 70 centimeters high on the surface and reaches a maximum depth of one metre underwater, which forms part of the structure formed by a first line of Army anchored buoys.
In addition, a channel between the two fences will allow Civil Guard vessels to ensure the protection of the pneumatic barrier "at all times", according to the same sources.
Buoys and Supreme Court ruling
The installation of this border fence — which Pedro Sánchez initially referred to as a "buoy barrier" — is directly related to a recent Supreme Court rulingon immediate restitution.
The Supreme Court concluded that immediate refunds can only be applied to those who attempt to enter Ceuta or Melilla by overcoming "border containment elements" such as barriers, so that they do not apply to migrants who swim in, because they do not exceed, according to the Supreme Court, any element indicating the limit.
However, the judgment itself adds that this regime would also apply to those who exceed the containment elements that can be placed at sea, a legal criterion to which the new pneumatic barrierresponds.
For its part, the Government Delegation in Ceuta reported on Saturday morning that the entry of persons from Morocco had been "completely suspended".
