A number of minors have reported having been abused in reception centres in Ceuta, complaints which have been referred to the judge by the Public Prosecutor's Office
The sources of the Public Prosecutor's Office have ensured that they are aware of any situation that may affect the integrity, security or rights of minors under their protection, and that they shall act, within the scope of their powers, in the event of any act that may be of a criminal nature.
The Ceuta Juvenile Prosecutor's Office has brought before the Court a numberof complaints of migrant minors who have claimed to have suffered abuse or harassment in self-protection reception centres.
Sources from the Ceuta Public Prosecutor's Office have confirmed that the Public Prosecutor's Office has been informed of any complaint lodged with the police and has been placed at the disposal of the judicial body.
The sources have stressed that the Public Prosecutor's Office has not opened a general investigation into juvenile centresand is not investigating alleged abuse or harassment in these remedies.
Furthermore, they have specified that the decision to refer the proceedings to the court responds to "reasons of functionality and organization", taking into account the current workload of the Ceuta Public Prosecutor's Office.
They indicate that the aim is not to duplicate investigations into the same facts and to ensure that they are investigated by the competent body.
According to the Public Prosecutor's Office, they are attentive to any situation which may affect the integrity, security or rights of minors in custody and shall act in the event of any incident which, within the scope of their powers, may be of a criminal nature.
These allegations were advanced by the newspaper El País, which reports that several teenagers left two juvenile centres in the autonomous city as a result of ill-treatment, physical punishment, lack of medical care or threats by workers to return to Morocco.
"They keep calling us whores, hitting us, punishing us if we ask to use a cell phone or a pillow," one of them said in statements to the said newspaper, while ensuring that there are many young people inthe same situation, including someone who has suffered sexual harassment and explicit threats of rape.
According to this information, a statement was taken from these young women last Thursday, and on the same day the city's juvenile area intervened. According to the complainants, two security men whohad committed insults and threats were identified and replaced by women and an educatorwho is accused of child abuse.
