Putin believes Trump's proposal for Ukraine could "lay the foundations for a definitive peace agreement."
He said the proposed plan requires "a thorough review of all the details" and advanced that Kiev is "against" the text.
Russian President Vladimir Putin said on Friday that he had already received through regular media the Donald Trump administration's proposal for a Russian invasion of Ukraine and said he believed it could "lay the foundations for a final peace agreement" between the two sides.
"I believe it may be the basis of a final peace agreement, but this text has not been discussed significantly with us, and I think this has happened because the US Government has failed to obtain the consent of the Ukrainian party," he said in a meeting with his country's Security Council.
According to Putin, "Ukraine is opposed to the text" because, together with its European partners, "it remains under the illusion of provoking a strategic defeat for Russia on the battlefield," considering this position to be due to "a lack of objective information about the real situation on the battlefield," adding that if Kiev refuses to negotiate, Moscow will continue to conquer Ukrainian territory.
"But we too, as I have often said, are ready to negotiate peacefully and to resolve matters by peaceful means. However, this naturally requires a thorough examination of all the details of the proposed plan. We're ready for that, "he added.
He has also assured us that this plan was "discussed before the bilateral summit" that Trump was to make in Anchorage, Alaska, and that the US then asked him to make "some concessions" and show "flexibility."
"The main point of the Alaska meeting was that in the talks we confirmed that, despite some difficulties and complexities, we joined these proposals and are ready to show the flexibility they offer," he said.
However, he has admitted that after the meeting Washington took a "pause" in diplomacy: "We know that this happened because Ukraine (the White House tenant) de facto rejected the proposed peace plan. I think that's why the new version was published, an updated 28-point plan, "he said.
The plan, disseminated by various United States media, contains particularly sensitive headings, such as those which speak of the transfer to Russia of a large part of the eastern region of Donbas already occupied by Russian troops, and of a significant reduction in the capacities and size of the Ukrainian Armed Forces.
Trump has given Ukrainian President Volodimir Zelenski less than a week to approve the document. The latter, for its part, said that his country "faces a very difficult decision" because it must make the decision to "lose its dignity or an essential partner."
