The Coalition of Volunteers will meet this Tuesday in Paristo ensure Ukraine's security in the event of a ceasefire with Russia and will also commit itself to providing assistance in the event of a new attack. The summit, which has been held at the Elysée Palace and is chaired by French President Emmanuel Macron , British Prime Minister Keir Starmer , and German Chancellor Friedrich Merz , will also be attended by representatives from 35 countries.
The United States will participate for the first time in a full coalition face-to-face meeting led by Special Envoy for Ukraine Steve Witkoff and General Alexus G. Grynkewich (commander of the US European Command). The US presence comes in a context of strong international tension following the recent military operation by Washington in Venezuela.
Ukraine's President, Volodimir Zelenski, will attend the summit, which will focus on five main axes: ceasefire and verification, support for the Ukrainian Armed Forces, the creation of a potential multinational force, commitments to assist in the face of a new Russian attack, and long-term defence cooperation.
According to the Elysée, security guarantees are structured into three levels: reinforcement of the Ukrainian Army, direct involvement of the allied countries in the security of Ukraine, and guarantees that the US would offer if Russia resumed the war. The summit will conclude with a joint press conference between Macron, Starmer, Merz and Zelensky.
