"The withdrawal of the Association Agreement requires unanimity and there has been no necessary support in the Chamber, so the measures on the table, which require a qualified majority, will requirethe States to change their position. Kallas explained that at the meeting there were proposals for a total or partial suspension of the partnership agreement (by Spain, Ireland and Slovenia), while suggestions were made for a reduction in trade from Israeli settlements in the West Bank.
In order for the agreement to be completely suspended, the agreement of the 27 is necessary; on the contrary, in order to cut off only the commercial advantages, it is sufficient to have a qualified majority (at least 15 countries representing 65% of the EU population).
However, Kallas has said that he has not seen "a change of position on the suspension of the agreement, only new proposals on the table."
